Martin Redevelopment Plan

Phased Development Approach

Martin will be redeveloped over a ten-year period. The redevelopment program will be sponsored by the U.S. Army Corps of Engineers – Huntington District and the Floyd County Fiscal Court. The Corps has established a four-phase schedule for implementing the redevelopment program. The order of the phases was determined ujointly with the project sponsor and is further described in the project Real Estate Plan.

Phase 1

  • Clearing/construction of the redevelopment site (6.4-acre hillside location)
  • Design and construction of key facilities (City Hall/Police Station, Post Office, Martin Alternative School, Church, Mixed-Use Commercial and Office Buildings, Public Space)


Phases 2 and 3

  • Acquisition of downtown properties
  • Clearing of existing downtown
  • Fill and raise cleared site above floodplain (14 acres readied for future development)
  • Construct mixed-use redevelopment area


Phase 4

  • Implement voluntary flood proofing program
  • Apply nonstructural methods, including buy out and protection in place
