Redevelopment Plan
The Commercial Redevelopment Plan (CRP) occupies approximately
15.4 acres immediately south of the existing downtown, and includes
public, institutional, and commercial uses. The site includes 2.7
acres of roadway and 2.7 acres of parking (accommodating approximately
378 vehicles). The commercial site has two primary access points
from KY 1428 and a secondary access point leading from thee residential
portion of the redevelopment site.
The CRP features four building blocks arranged in a rectangular
pattern around the Town Center with nearby parking on three lots.
The Town Center is the focal point of the redevelopment project,
and will likely house activities that serve the entire community
of Martin. It features a new town hall and at least one church,
and a paved plaza that will serve as a central gathering area of
public events. A playground/greenway area and pedestrian connections
are part of the CRP, which will serve as a transition between the
busy commercial area and the residential area at the former downtown
site
Residential Redevelopment Plan
The Residential Redevelopment Plan (RRP) is immediately north of
the CRP on the filled, eastern portion of the existing downtown.
Approximately 13.5 acres in size, this is primarily a single-family
neighborhood, but could include duplex and four-plex dwellings.
The RRP is designed to be a new neighborhood with houses, churches
and park areas.
The residential site has two primary entrances from KY 1428 and
a secondary road leading into the commercial district. The roads
are designed so as to discourage through-traffic to and from the
RP by users who are not residents of the neighborhood. A greenway
area will run parallel along both sides of the existing creek. This
area could be devoted to passive recreation activities such as walking
and picnicking.
Greenway Concept
A “greenway” plan was developed for the Town of Martin,
which consists of a cohesive recreation area that uses land unsuitable
for development because it lies in the current floodway. Planning
for the greenway is conceptual at this time, due to the following
challenges:
a) Much of the proposed greenway encompasses
areas that are populated with homes that may or may not be vacated
during redevelopment; thereby necessitating the continuance of
street access to remaining structures.
b) The greenway mirrors the floodway, so little
in the way of new development is permitted in this region.
The Greenway Concept Plan recommends a passive recreation and green
space that beautifies and unifies the Town of Martin while restoring
the floodway to its natural state. Development of the “greenway”
area may take place by the Town of Martin in the future, as homeowners
currently in this area vacate the floodway.
